PROSPECT OF INVOLVEMENT BY ENTERPRISES OF WATER TRANSPORT OF UKRAINE IN CARRIAGE OF THE GOODS IN EU COUNTRIES

Abstract

Article presents the main problems, ways and stages of Ukrainian transport compfynies going to the EU markets of transport services.
The Agreement on the Free Trade Area with the EU opens up broad prospects for the Ukrainian water transport enterprises to participate in the maritime transport of European countries, including the inland waterways of Europe. At present, Ukraine is the only CIS country that has the right to float its merchant fleet on the European Union's inland waterways on a bilateral basis. Now it also has access to coastal shipping between the European Union countries, which, in the context of the development of the coastal shipping market of the EU and its desire to switch as much as possible transport from land to waterways, which is due to all the strategies for the development of the EU transport system adopted after 2000. And covering the period until 2050, opens for our country the possibility of entering the closed transport market, the commodity flows of which have not yet been completely formed. Up to now, about 900 million tons of cargo have been transported by inland waterways of the EU, of which more than 70% are between the ports of different EU countries. The average transportation distance is 1 t - about 185 km. The total carrying capacity of the self-propelled and non-self-propelled inland navigation fleet of the EU is about 15 million tons. The process of switching to GDP of about 30% of trucking with a range of over 200 km is currently constrained by the lack of price incentives (increased fees for road use in a cargo variant) and tonnage shortage The EU fleet, which according to various estimates is up to 4 million tons. A similar picture is also observed in the shipping of small tonnage (coastal sea shipping), which is limited for the participation of third countries, except for Ukraine after the signing of the agreement on FTA. The approach taken by the EU countries completely excludes the creation of shipping companies controlled by third countries on their territory and territory of Ukraine, however it allows participation in such transportations of companies registered in 3 countries but completely controlled by physical Persons - citizens of Ukraine or the EU.
