THE CURRENT STATE AND PERSPECTIVE OF STAFFING THE MARITIME TRANSPORT IN THE INTERNATIONAL LABOUR MARKET

Abstract

The article discusses the issue of staffing of maritime transport in the international labor market. Consider the basic system of vocational training in Europe. Determined that the human potential of maritime transport allowance Ukraine is the most important factor use.
In the marine industry personnel issues are very important. In 2015Ukraine took 6th place by the number of sailors who work in the global marine trade fleet. Of BIMCO – Baltic and International Maritime Council and ISF – International Shipping Federation every five years, conduct a joint study of the labor market in the global maritime transport.
In 2015, Ukraine in morskoy merchant fleet has put 69 thousand. Seamen, including 39 thousand. Officers and 30 thousand. Ordinary. Ten years ago in Ukraine were 65,027 sailors, and in 55680. Russia took seventh place in the ranking after it was Ukraine. In 2015 in was 97 061 thousand. Seafarers, and in Ukraine 69 thousand. Seafarers During this time, the number of seafarers in Ukraine increased by 4 thousand. And in Russia by 41 thousand. We understand that this annexation of the Crimea led to such figures. While a large number of citizens of Sevastopol, Kerch, Feodosia and other places traditionally work in the Navy and those figures have increased the share of employees of Russian sailors.
According to the forecast Manpover Report shortage of officers in the Navy in 2016 will be at 16,500 people, and in 2025 shortage of officers will rise to 147,500 people. If in 2005 39% of all jobs accounted for officer positions, in 2015 already 47%. This demonstrates the dramatic changes in the world fleet, increasingly rich technological equipment requiring higher professional knowledge.
Thus the educational potential role in the socio-economic potential of the region is growing all the time. Human potential is a determining factor in the socio-economic development of society, but even more important potential role of highly qualified personnel. It should be noted that the main achievements of Ukraine in 25 years of independence – a transformation of Ukraine into one of the largest suppliers of maritime labor in the global labor market. This achievement made themselves citizens of Ukraine without the support of the state.
